Where Will the Hammer Fall Next...

As detailed by the MedBlogger the Partner's Health System in Boston has mandated that all their primary care docs have a CCHIT certified EMR or risk being tossed out of their system. 

This is an interesting and disturbing development.  At least Partners is making the system available at cost and will provide IT coverage...however...  To my knowledge there is little if any proof that an EMR system saves anyone money except the payors.  I am not aware of any reasonably performed study which has documented that the outcomes of patients are improved either.  Partners has insisted that the EMR package chosen have a decision tree algorithm, but who knows of docs actually use them?  I would also imagine that some EMR packages will encourage fraud and abuse since just a few click and you can bill a level 4 as opposed to a level 3.  It will be interesting to see how this plays out.
